BACKGROUND
The Community Development Department (CDD) requested that a Permit Center Manager classification be created in the Building Division. The work in the Building Division has increased in complexity as technology has evolved and new code requirements have been established. Further, CDD has requested to change the title for the Superintendent of Building Inspection classification to Chief Building Official. This report recommends aligning the City's Salary Table and Salary Resolution with the proposed changes in Community Development.

EXISTING POLICY
Section 1103, Classification, of the City Charter states that additions or changes to the classification plan may be adopted from time to time by the City Council upon the recommendation of the City Manager.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

DISCUSSION
Addition of New Classification
CDD requested that a Permit Center Manager classification be created in the Building Division. The work in the Building Division has increased in complexity as technology has evolved and new code requirements have been established such as the CalGreen Code, energy efficiency requirements, and electric vehicle/photovoltaic requirements. The new classification would also be responsible for proactive management and problem solving within the Permit Center.
