Approval is requested to award a construction contract in the amount of $151,419 to Sierra Traffic Markings, Inc of Roseville for the Green Pavement Marking Installation and for a 10% construction contingency in the amount of $15,142.

 

EXISTING POLICY

Pursuant to Chapter 2.09 of the Sunnyvale Municipal Code, City Council approval is required for construction contracts exceeding $100,000.

 

ENVIRONMENTAL REVIEW

The project is categorically exempt under the California Environmental Quality Act (CEQA) Section 15301, minor alteration of existing highways and streets, bicycle and pedestrian trails involving negligible or no expansion of use beyond that which presently exists.

 

BACKGROUND AND DISCUSSION

On March 15, 2016, the City Council held a Study Session to discuss the City’s New Green Bike Lanes Implementation Standards (RTC No. 16-0237). A couple of key points in the Study Session focused on the implementation standards and its costs. Council approved the standards set in the Study Session and requested consideration for a new project that would fund a Green Bike Lane Project. Funding was allocated as part of the FY 2016/17 Adopted Budget.

 

Colored pavement within a bicycle lane increases the visibility of the facility, identifies potential areas of conflict, and reinforces priority to bicyclists in conflict areas. Colored pavement may be utilized either as a corridor treatment along the bike lane, or as a spot treatment, such as bike box and conflict area. The project will deploy colored bike lanes at selected vehicular and bicycle conflict zones to improve bike safety, and encourage increased ridership throughout the City.

 

The project was advertised for competitive bidding on April 21, 2017, with three general contractors requesting bid documents. Sealed bids were opened on May 17, 2017, with three responsive bids received (Bid Summary is attached). The lowest responsive and responsible bid was submitted by Sierra Traffic Markings, Inc of Roseville, in the amount of $151,419. The Engineer’s Estimate was prepared utilizing the most recent cost data the City has on file related to this type of construction work.

 

FISCAL IMPACT

Project cost consist of the base bid of $151,419 and a 10% contingency in the amount of $15,142, for a total of $ 166,561.

 

Approximately $250,000 of funding is available in Capital Project 832320 - Implementation of Green Bike Lanes.

 

Funding Source

The project is funded by the General Fund.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

 

RECOMMENDATION

Recommendation

1) Make a finding of a California Environmental Quality Act (CEQA) categorical exemption pursuant to CEQA Guidelines Section 15301 for minor alterations of existing highways and streets, bicycle and pedestrian trials involving negligible or no expansion of use beyond that which presently exists; 2) Award a contract in substantially the same form as Attachment 2 to the report in the amount not to exceed $151,419 to Sierra Traffic Marking, Inc. for Project # TR-17-04 and authorize the City Manager to execute the contract when all necessary conditions have been met, and 3) Approve a 10% construction contingency in the amount of $15,142.
