Introduce an Ordinance to Amend Chapter 19.92 (General Plan and Zoning Amendments) and Section 19.38.040 (Individual Lockable Storage Space for Multiple-Family Residential) of the Sunnyvale Municipal Code

SUMMARY OF COMMISSION ACTION
The Planning Commission considered these items at their meeting of October 2, 2017. Minutes of the meeting are in Attachment 4.

The Planning Commission voted to recommend approval of the changes to Sunnyvale Municipal Code Sections 19.92.050 and 19.92.060 (votes required for Planning Commission to recommend General Plan and zoning amendments) with a modification to clarify that if the Planning Commission is unable to achieve the majority required to recommend either approval or denial, the vote will be deemed a recommendation for denial.

The Planning Commission voted to recommend approval of the change to Sunnyvale Municipal Code Section 19.38.040 (individual lockable storage space for multiple-family residential) with a modification to change the word "may" to "shall".

Staff concurs with the Planning Commission's recommendations. The recommended revisions have been incorporated in Attachment 2 and Attachment 3.

PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

ALTERNATIVES
1. Make the finding that the action is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) and introduce an ordinance (Attachment 2) to adopt the proposed amendments to Sunnyvale Municipal Code Sections 19.92.050 and 19.92.060 (votes required for Planning Commission to recommend General Plan and zoning amendments).
2. Make the finding that the action is exempt from CEQA pursuant to CEQA Guidelines Section 15...
