REPORT IN BRIEF

Approval is requested to reject one proposal received in response to Request for Proposals (RFP) F17-120 for Citywide Engineering and Traffic Surveys to establish regulatory speed zones for the Department of Public Works.

 

EXISTING POLICY

Pursuant to Chapter 2.08.140(b) of the Sunnyvale Municipal Code, City Council approval is required to reject proposals received in response to formal competitive solicitations.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b) (4) in that is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

 

BACKGROUND AND DISCUSSION

RFP No. F17-120 was issued on April 4, 2017 to solicit proposals from consultants to provide engineering and traffic surveys that would evaluate whether current speed limits are appropriate for local conditions.

 

The RFP was directly emailed to known consultants that could provide this type of professional service, and broadcasted to other potential proposers through the City’s procurement website. Eighteen (18) firms requested the RFP documents. One responsive proposal was received. Upon evaluation by the City, it was determined that the proposer’s costs were significantly higher than anticipated for the surveys. Through the use of existing staff augmentation consultant contracts, workload priorities were realigned, allowing for City staff to prepare the survey reports in-house, while data is being collected through a data collecting firm. Therefore, consultant support is no longer necessary.

 

In accordance with Sunnyvale Municipal Code Section 2.08.140(b), staff is recommending the City Council reject the sole proposal received in response to the formal competitive solicitations.

 

FISCAL IMPACT

No fiscal impact results from the recommended proposal rejection.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
