Endorse the Slate of Candidates for the League of California Cities Peninsula Division 2018-2019 Election of Officers


BACKGROUND
Each year the League of California Cities (LCC) Peninsula Division (Division) holds an election of Division Officers at the LCC annual conference. The 2018 LCC conference will be held September 12 - 14 of this year. Any incorporated city in the counties of San Francisco, San Mateo, and Santa Clara is eligible for membership in the Division. A Division member city is represented by its municipal officers. Each member city is entitled to one vote for each position.

EXISTING POLICY
Council Policy 7.3.1 Legislative Management- Goals and Policies
Goal 7.3C: Participate in intergovernmental activities, including national, state, and regional groups, as a means to represent the City's interests, influence policy and legislation, and enhance awareness.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

DISCUSSION
Staff is presenting this report with the proposed slate of candidates for Division officer positions for Council consideration in casting its one vote for each position as a member city. For reference, Council may review the LCC Peninsula Division Ballot 2018-19 (Attachment 1).

Staff would like to bring to Council's attention a small error on the ballot which lists the officer position of Board Director twice. The Division's staff has confirmed that only one Board Director position is open and there is only one candidate for the position; Division staff requests the City submit the ballot as is. The extra line has been marked and highlighted on the ballot, and left blank.
