Study Session Summary of September 11, 2018 - Civic Center Master Plan Final EIR Review
Summary
Call to Order:
Vice Mayor Klein called the meeting to order at 6:02 p.m.
City Councilmembers Present:
Mayor Glenn Hendricks
Vice Mayor Larry Klein
Councilmember Jim Griffith
Councilmember Gustav Larsson
Councilmember Nancy Smith
Councilmember Russ Melton
Councilmember Michael S. Goldman (arrived at approximately 6:10 p.m.)
City Councilmembers Absent:
None.
Study Session Summary:
Trudi Ryan, Director of Community Development, delivered a PowerPoint slide presentation on the Civic Center Master Plan Final EIR Review. The presentation discussed Phase 1 and Phase 2 of the Master Plan and outlined details of the Draft Program EIR.
Ms. Ryan noted that Allison Boyer, the Project Manager for the Civic Center Masterplan project, and Caitlin Gilleran from Panorama Environmental, the EIR consultant, were in attendance.
Kent Steffens, City Manager, spoke about the next steps in the project and the purpose of the Study Session.
Councilmembers asked questions, made comments, and requested additional information (some comments which were made by more than one councilmember are only listed once):
• Confirmation that the Court House site was not included in the EIR
• Questions and discussion on construction, operational noise and siren issues
• Clarification on adopting the EIR and what that entails
• Discussion and concerns about traffic and mitigation measures
• Summary on the response and final vote from the Heritage Preservation Commission and Planning Commission meetings
• Clarification of required steps in regards to the environmental review if the Court House site was acquired
• Request for the findings on the Statement of Overriding considerations
• Question and discussion about whether cultural resources were discovered when the current City Hall was built
• Discussion on noise mitigation
• Comment and discussion on surface vs. underground parking for Public Safety
Public Comment:
Two members of the public addressed the Council and provided the following comments:
• Thoughts and concerns with the current Civic Center Master Plan
• Suggestions on the possibility of the City leasing the Court House or purchasing the building
• Noise concerns with the future location of the Public Safety building
• Preference on keeping the Public Safety building in its current location
• Concerns with the removal of fuel docks
It was recommended that members of the public speak to Staff about any concerns regarding Phase 2 and beyond since there is time to make modifications.
