BACKGROUND

During the League of California Cities (the “League”) Annual Conference in September, the regional divisions cast ballots for their executive committee for the upcoming year. The League’s Women’s Caucus also installs their board for the upcoming year at their general meeting during the annual conference.

 

Per existing Council policy, all outside agency appointments must be ratified by Council before the respective appointee(s) are officially approved to serve on those intergovernmental bodies.

 

EXISTING POLICY

Council Policy 7.4.12, Council Appointments to Intergovernmental Agencies

Council Adopted Code of Ethics and Conduct for Elected and Appointed Officials

For appointments made by outside bodies (for example, the Cities Association or the League of California Cities), the City Council must ratify the appointment of a Councilmember as part of a noticed agenda item at a regular meeting. No further Council ratification is needed for subcommittee appointments if the appointing committee assignment has already been ratified by Council.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

At the League’s Annual Conference in September, Councilmember Smith was appointed to the League’s Peninsula Division Executive Committee as the Legislative Action Committee Representative - Santa Clara for the 2018/2019 term.

 

The League’s Women’s Caucus also appointed Councilmember Nancy Smith as 2nd Vice President for the 2018/2019 term.

 

FISCAL IMPACT

There is no fiscal impact associated with this report.

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

 

ALTERNATIVES

1.                     Ratify the appointment of Councilmember Smith to both the League of California Cities Peninsula Division Executive Committee Legislative Action Committee Representative - Santa Clara for the 2018/2019 term and the League’s Women’s Caucus as 2nd Vice President for the 2018/2019 term.

Recommendation

If Council approves the Consent Calendar, it will be ratifying Councilmember Smith’s appointment to the League of California Cities Peninsula Division as the Legislative Action Committee Representative-Santa Clara for the 2018/2019 Term and Appointment to the League’s Women’s Caucus as 2nd Vice President for the 2018/2019 Term
