DISCUSSION
City Charter section 605 (Attachment 1) requires the City Council to select one of its members every two years to serve as Mayor for a two-year term. Selection of the Mayor must be acted upon at the first regular meeting in January at which the City Council certifies the election results following the General Municipal Election.

The Mayor is selected following the procedures set forth in Council Policy 7.3.10 (Attachment 2). In accordance with that policy, a study session was held on December 18, 2018 to allow Councilmembers and Councilmember-Elect the opportunity to express interest in the position of Mayor. At that meeting, Mayor Glenn Hendricks expressed interest in continuing to serve as Mayor and Vice Mayor Klein expressed interest in serving as Mayor for the two-year term. No other Councilmembers or Councilmembers-Elect expressed interest in being considered for selection to serve as Mayor during the Study Session.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental, organizational or administrative activity that will not result in direct or indirect changes in the environment.

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
