Ratify Appointments of Councilmembers Made by Outside Agencies; Re-Ratify Appointment to Valley Transportation Authority (VTA) Policy Advisory Board and Cities Association of Santa Clara County (CASCC) Executive Board

 

Report

BACKGROUND

On January 10, 2019, CASCC appointed Mayor Larry Klein to the Santa Clara County Local Board: Cal-Id/RAN for a term expiring December 2020. CASCC also appointed Councilmember Nancy Smith to the Santa Clara County Recycling and Waste Reduction Commission - SMaRT Station Seat, term expiring January 2022, and the Women’s Equality 2020 Leadership Council (Santa Clara County) as an Ex-Officio member, term expiring December 2020.

 

At the January 8, 2019 meeting, Council ratified Mayor Klein to the CASCC Executive Board as 2nd Vice President; however, at their January 10 meeting, CASCC changed that appointment to 1st Vice President for the 2019 term.

 

Staff also erroneously listed Councilmember Gustav Larsson instead of Councilmember Glenn Hendricks as the appointee for the VTA Policy Advisory Committee and Council ratified as proposed in the 2019 IGR Council Appointments for Consideration. The document has been revised as 2019 IGR Council Appointments for Consideration-Revised (Attachment 1). The document has been corrected to list Councilmember Hendricks as the appointee for Council to re-ratify.

 

The VTA also confirmed that they have formally decommissioned the El Camino Real Rapid Transit Policy Advisory Board on April 5, 2018. This assignment has been removed from the IGR assignments list.

Council Policy 7.4.12 Council Appointments to Intergovernmental Agencies

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 153780 (b)(5) in that it is a governmental organization or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

When making IGR appointments, Council considers the City’s overall intergovernmental priorities as well as the particular interests and backgrounds of individual Councilmembers. The 2019 IGR Council Appointments for Consideration-Revised has been updated to include the appointments and corrections being ratified in this report.

 

FISCAL IMPACT

There is no fiscal impact associated with this report.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
