REPORT IN BRIEF
Approval is requested to award a contract in the amount of $121,570 to CEN-PAC Engineering, Inc of Oxnard for the Removal and Installation of Light Emitting Diode (LED) Traffic Signal Modules Project. Approval is also requested for a 10% contingency in the amount of $12,157.
EXISTING POLICY
In accordance with Section 2.08.060 of the Sunnyvale Municipal Code, maintenance work anticipated to cost more than $50,000 is conducted through the issuance of an Invitation for Bids (IFB), with a contract awarded to the lowest responsive and responsible bidder.
Pursuant to Section 2.08.040 of the Sunnyvale Municipal Code, City Council approval is required for the procurement of goods and services exceeding $100,000, in any one transaction.
ENVIRONMENTAL REVIEW
This project is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301, for the repair, maintenance or minor alteration of existing public or private structures, facilities or mechanical equipment involving negligible or no expansion of use beyond that which presently exists.
BACKGROUND AND DISCUSSION
This project will replace the red, yellow, green and pedestrian traffic signal light emitting diode (LED) arrays at 31 signalized intersections as they are nearing the end of their useful life. Replacing these outdated arrays with more efficient ones will yield significant cost savings to the City in power consumption, enhanced roadway user’s safety and reduction in annual replacement and maintenance costs.
An Invitation for Bids (IFB) was advertised for competitive bidding on the City’s DemandStar public procurement network on January 23, 2019, with nine (9) companies requesting bid documents. Sealed bids were opened on February 20, with six (6) responsive bids received. The bid summary is contained in Attachment 1. The lowest responsive and responsible bid was submitted by CEN-PAC Engineering, Inc with the base bid amount of $121,570.
FISCAL IMPACT
Budgeted funds are available in Project 820200, Traffic Signal Light Emitting Diode (LED) Array Replacements.
Funding Source
This project is funded in the Infrastructure Renovation and Replacement Fund through Gas Tax revenues.
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
RECOMMENDATION
Recommendation
Take the following actions:
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $121,570 to CEN-PAC Engineering, Inc.,
- Authorize the City Manager to execute the contract when all necessary conditions have been met,
- Make a finding of a CEQA categorical exemption pursuant to CEQA Guidelines Section 15301 for the repair, maintenance or minor alteration of existing public or private structures, facilities or mechanical equipment involving negligible or no expansion of use beyond that which presently exists,
- Approve a 10% contract contingency in the amount of $12,157.
