Approval is requested to award a contract in the amount not to exceed $113,485 to Ascent Environmental, Inc. of Sacramento for consultant services associated with updates to the Air Quality and Noise elements of the General Plan. Approval is also requested for a 10% contingency in the amount of $11,349

EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Proposals (RFP) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $100,000 in any one transaction.

ENVIRONMENTAL REVIEW
The action being consider does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environmental.

BACKGROUND AND DISCUSSION
When the Land Use and Transportation (LUTE) chapter of the General Plan was adopted in 2017, updates to the Air Quality and Noise sections were anticipated. While further environmental review may be necessary for these General Plan Amendments, the anticipated modifications to these sections were considered and analyzed in conjunction with the adopted LUTE Environmental Impact Report.

The Air Quality element of the General Plan, under Chapter 7 - Environmental Management, was adopted in 1992. Due to population increases and economic growth within the City, and the region, it is anticipated that there will be changes in the City's ambient air quality.
