REPORT IN BRIEF
Approval is requested to award a construction contract in the amount of $852,373.86 to Columbia Electric, Inc. of San Leandro for Traffic Signal Hardware and Wiring (Public Works Project No. TR-17-02), and a 10% construction contingency in the amount of $85,237.
EXISTING POLICY
Section 1309 of the City Charter requires public works construction contracts to be awarded to the lowest responsive and responsible bidder.
Pursuant to Section 2.09.040 of the Sunnyvale Municipal Code, City Council approval is required for public works contracts exceeding $100,000 in any one transaction.
ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) as it involves the maintenance or repair of an existing highways and streets, sidewalks, gutters, bicycle and pedestrian trials and similar facilities.
BACKGROUND AND DISCUSSION
The existing traffic signal system located at the intersection of Hendy Avenue and Sunnyvale Avenue has been modified several times during the past few years and now requires replacement to meet the current City and Caltrans standards and California Manual of Uniform Traffic Control Devices (CAMUTCD) guidelines. This project requires coordination with Caltrain due to the traffic signal’s proximity to the railroad tracks and interface with Caltrain operations.
This project will replace all signal poles and equipment with new Caltrans standard poles, energy efficient LED traffic signal indicators, street name signs, bicycle detection, ADA compliant pedestrian pushbuttons and curb ramps, count-down pedestrian signal indications, video detection for all vehicles and communications with the City’s Traffic Management System for remote monitoring and adjustments.
The project was advertised for competitive bidding on May 9, 2019. Fourteen (14) contractors requested bid documents and sealed bids were opened on June 12, 2019, with four (4) responsive bids received. Columbia Electric, Inc. has the lowest responsive and responsible bid in the amount of $852,373.86 (see Attachment 1 - Bid Summary).
FISCAL IMPACT
Project costs consist of the construction contract in the amount of $852,373.86, and a 10% construction contingency in the amount of $85,237, for a total of $937,610.86. Funding is available in Project 820190 - Traffic Signal Hardware and Wiring. This project is funded by the Gas Tax Fund.
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
RECOMMENDATION
Recommendation
Take the following actions:
- Make a finding of categorical exemption from the California Environmental Act (CEQA) pursuant to CEQA Guidelines Section 15301(c)
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $852,373.86 to Columbia Electric, Inc.
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Approve a 10% construction contingency in the amount of $85,237
