Approval is requested to award a contract in the amount not-to-exceed $181,967 ($99,835 base services, $82,132 optional services) to O'Dell Engineering of Pleasanton to study and provide professional design and construction support services for the Computer/Radio Controlled Landscape Median Irrigation Project. Approval is also requested for a 10% contingency in the amount of $18,197.

EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Proposals (RFP) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $100,000 in any one transaction.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

BACKGROUND AND DISCUSSION
The purpose of this project is to conduct a study to assess the effectiveness of the existing irrigation control infrastructure in the median islands of various streets throughout the City. The assessment shall cover the study of its performance and propose a long-term renovation plan to improve the functionality of the system. This project covers a total of 100 satellite controllers and four weather stations within the current existing City roadway median irrigation plexus.
