BACKGROUND

Each year the League of California Cities (the “League”) Peninsula Division holds an election of Division Executive Committee Officers at the League’s annual conference. The 2019 conference is October 16-18, 2019 at the Long Beach Convention Center. The Peninsula Division meeting and swearing in of the Executive Committee will be on Friday, October 18.

 

Any incorporated city in the counties of San Francisco, San Mateo, and Santa Clara is eligible for Division membership. A member city is represented by its municipal officers. Each member city is entitled to one vote for each position.

 

EXISTING POLICY

Council Policy 7.3.1 Legislative Management- Goals and Policies

Goal 7.3C: Participate in intergovernmental activities, including national, state, and regional groups, as a means to represent the City’s interests, influence policy and legislation, and enhance awareness

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

Staff is presenting this report with the proposed slate of candidates for Division Executive Committee Officer positions for Council consideration in casting its one vote for each position as a member city. For reference, Council may review the LCC Peninsula Division Ballot 2019-2020 (Attachment 1).

 

The Division has several functions:

1.                     To conduct periodic meetings of city officials to discuss municipal problems, opportunities and legislative/governmental issues;

2.                     To share knowledge relating to municipal government by all appropriate means to increase interest and involvement among city officials;

3.                     To assist the officials of the League in formulating policies and rendering service by expressing to said League by duly adopted resolutions the recommendations of this Division; and

4.                     To assist the representatives of the League in formulating policies with respect to legislative matters, promoting sound legislation and opposing measures not viewed to be in the best interest of cities.

 

The City may vote for one candidate in each officer position. As there is only one nomination for each slot this year, the ballot has been pre-filled.

 

The proposed candidates are as follows and their biographies are included for reference in Attachment 2, LCC Peninsula Division Candidate Bios 2019-2020:

FISCAL IMPACT

There is no fiscal impact associated with this report.
