Approval is requested to award a contract in the amount of $644,678 ($446,243 in base services and $198,435 in optional services) to MNS Engineers, Inc. of San Jose for design services for the Sanitary Sewer Main Replacement 2019 Project. Approval is also requested for a 10% contingency in the amount of $64,468.
EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Proposals (RFP) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $100,000 in any one transaction.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
BACKGROUND AND DISCUSSION
Project 825331-Replacement/Repair/Rehabilitation of Sanitary Sewer System provides funding for the design, inspection, and replacement or rehabilitation of sewer lines. The City has over 280 miles of sewer lines, from six inches to forty-eight inches in diameter. Many of these lines are over 50 years old and in deteriorated condition.
The Sanitary Sewer Main Replacement 2019 project will replace or rehabilitate approximately 9,900 lineal feet of sewer mains at the following 16 locations:
