REPORT IN BRIEF
Approval is requested to award a contract in the amount not to exceed $254,703 ($187,167 for base services and $67,536 for optional services) to CSG Consultants, Inc. of San Jose for design services for the Fair Oaks Avenue Bikeway - Phase 2 Project. Approval is also requested for a 10% contingency in the amount of $25,470. Additionally, Council is requested to make a determination that a proposal received from BKF Engineers is non-responsive.
EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Proposals (RFP) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $100,000 in any one transaction and to make a determination regarding bid responsiveness.
ENVIRONMENTAL REVIEW
The action being consider does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environmental.
BACKGROUND AND DISCUSSION
The Fair Oaks Avenue Bikeway - Phase 2 project is a continuation of the Fair Oaks Avenue - Phase 1 project. The Phase 1 project is currently completing construction to install Class III sharrows and perform traffic signal modifications along Fair Oaks Avenue between Old San Francisco Road and Arques Avenue, and between Wolfe Road and Ahwanee Avenue (RTC No. 18-1076).
