Update to the Selection and Ranking of Potential 2020 Study Issues

At the January 27, 2020 Planning Commission hearing, the Commission voted to rank, defer, or in some cases, drop Study Issues for 2020. Discussion at that meeting regarding the Commission’s inability to drop certain Study Issues was communicated by staff to the Office of the City Manager and a decision was made to allow the Commission to vote to recommend to the City Council that Study Issues be dropped; therefore, allowing the City Council to see that preferred recommendation.
Due to this change, the Planning Commission will be able to review those Study Issues that were recommended for deferral in 2020 and decide if they would rather recommend that any of those Study Issues be dropped.
In addition, staff was informed of a Study Issue sponsored by the Sustainability Commission that falls under the Planning Commission’s purview that they are also entitled to rank or recommend for deferral or drop. This Study Issue is entitled Encourage Adoption of Electric Vehicles (ESD 19-02). The list of Study Issues the Planning Commission considered on January 27, 2020 is attached, along with the Commissions determination for each, and the new Study Issue for the Commission to consider at the upcoming hearing.
The annual City Council public hearing on potential study issues and budget issues for calendar year 2020 was held on Tuesday, January 14, 2020. The City Council will rank the study/budget issues at the Council Workshop on Thursday, February 27, 2020.
