STAFF RECOMMENDATION
Recommendation
- Award a Consultant Services Agreement in substantially the same form as Attachment 1 to the report in the not to exceed contract amount of $557,511 to Bellecci & Associates, Inc.
- Authorize the City Manager to execute the contract when all necessary conditions have been met, and
- Approve a 10% contingency in the amount of $55,751

BASIS FOR RECOMMENDATION
A Request for Proposals (RFP) was posted on DemandStar on July 27, 2019 and distributed to multiple California firms. Eight proposals were received on September 5, 2019. Bellecci & Associates, Inc. was selected due to their experience, detailed project plan, and approach. A detailed scope of work is included in Attachment 1. A project financial summary is included as Attachment 2.
ENVIRONMENTAL REVIEW
This project is categorically exempt under the California Environmental Quality Act Guidelines Section 15302(c) because the award of the contract involves the replacement or reconstruction of existing utility systems or facilities involving negligible or no expansion of capacity beyond that presently existing.
FISCAL IMPACT
Funding is available in project 825451 - City-wide Water Line Replacement.
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
