Adopt a Resolution Amending the City's Salary Resolution and Schedule of Pay to Increase Salaries for Pay Plan Category C (Public Safety Officers' Association) and Pay Plan Category M (Public Safety Managers' Association) Effective July 12, 2020

BACKGROUND
The 2015-2020 Memorandum of Understanding (MOU) with the Public Safety Officers' Association (PSOA) provides for a salary adjustment effective the first full pay period in July of each year based on market survey data of total compensation for comparable positions in eight Bay Area cities at the rate of 11% above the survey average. PSOA represents Public Safety Officers-in-Training, Public Safety Officers, and Public Safety Lieutenants.

The 2015-2021 Memorandum of Understanding (MOU) with the Public Safety Managers' Association (PSMA) provides that "Members in the bargaining group will receive the same percentage of salary increase or decrease as the Public Safety Officers' Association Lieutenant position." (MOU Section 12.2.). PSMA represents Public Safety Captains and Public Safety Deputy Chiefs.

EXISTING POLICY
Council Policy 7.3.1 Legislative Management - Goals and Policies, Goal 7.3D: Maintain a quality work force, consistent with state and federal laws, City Charter, and adopted policies in order to assure that City services are provided in an effective, efficient, and high-quality manner.

The proposed increases are in accordance with the provisions of the MOU between the City and the PSOA, as well as between the City and PSMA.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(4) in that is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
