Authorize the City Manager to Award and Execute a Contract with Faducci L.L.C. for Public Art at Washington Community Swim Center in the total amount not to exceed $136,800, which includes optional services of up to $1,800 for storage of the completed artwork, if necessary

BACKGROUND
Subject to Council Policy 6.4.4 - Art in Public Places (AIPP), the Washington Community Swim Center includes a one percent expenditure for public art equal to $140,000. An allocation of $135,000 has been made for acquisition and installation of the artwork and $5,000 has already been spent on design fee stipends.

A Request for Qualifications was distributed through public art websites, artist networks and the City website inviting California artists to apply for the commission. The selected artist and conceptual design were reviewed by the Arts Commission on Jan. 15, 2020 and approved by the City Council on Feb. 25.

ENVIRONMENTAL REVIEW
Approval of this contract does not constitute a "project" within the requirements of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(4) in that is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment. Environmental review was completed as part of the City's approval of the underlying project, Washington Community Swim Center, and included public art.

DISCUSSION
The purpose of this Report to Council is to award the contract for two sculptures and one mural designed by Faducci L.L.C, to be installed at the new Washington Community Swim Center. Mr. Faducci's design concept was reviewed and a recommendation prepared at the Jan. 15 Arts Commission meeting (Attachments 1 and 2).
