STAFF RECOMMENDATION
Recommendation
- Award a Services Agreement in the amount not-to-exceed $165,000 and in substantially the same form as Attachment 1 to the report to HetNet Wireless LLC;
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Authorize the City Manager to renew the contract for two additional two-year periods and modify the not to exceed contract amount within budgeted amounts provided services and pricing remain acceptable to the City.

BASIS FOR RECOMMENDATION
Emergency responder radio systems (ERRCS) are considered critical life safety systems as required per Section 510 of the California Fire Code (CFC) and require an annual permit to ensure system integrity. A specialized consultant performs review of contractors plans, calculations, material lists, specifications, and design documentation submitted to the City before installation can occur.

A Request for Proposals (RFP) was posted on DemandStar public procurement network on May 6, 2020 and distributed to multiple California firms. Two proposals were received on June 10, 2020. HetNet Wireless LLC was selected as the top proposer. A detailed scope of work is included in Attachment 1.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(a) as it has no potential to result in a direct physical change in the environment.

FISCAL IMPACT
Funding for this activity is budgeted in the Department of Public Safety Operating Budget, under Program 479 (Fire Prevention Services). Fire inspection fees for large buildings help support the cost of this service.
