Designate a Voting Delegate and Alternates for the 2020 League of California Cities Annual Conference

BACKGROUND
The League of California Cities (the "League") Annual Conference is held annually in September or October. This year, the conference will be virtual and held from October 7 to 9. During the Conference, the League membership acts upon resolutions that establish League policy during the Business Meeting session of the Conference, scheduled this year for Friday, October 9.

Each member city is entitled to one vote on matters pertaining to League policy. Cities must designate one voting delegate and up to two alternate voting delegates, which, per League bylaws, must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone (Attachment 1). The League also requires the voting delegates be registered conference attendees.

EXISTING POLICY
Council Policy 7.3.1 Legislative Management- Goals and Policies
Goal 7.3C: Participate in intergovernmental activities, including national, state, and regional groups, as a means to represent the City's interests, influence policy and legislation, and enhance awareness.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

DISCUSSION
Staff is presenting this report with the proposed voting delegate and alternates. The voting delegate and alternates may be designated, at the Council's discretion, from the Councilmembers or City staff scheduled to attend the conference.
