STAFF RECOMMENDATION

Recommendation

-                     Make a finding of categorical exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302,

-                     Award a contract in substantially the same form as Attachment 2 to the report in the amount of $1,671,000 to Kingdom Pipelines, Inc.,

-                     Authorize the City Manager to execute the contract when all necessary conditions have been met, and

-                     Approve a 9% contingency in the amount of $150,390.

BASIS FOR RECOMMENDATION

The construction project was advertised on DemandStar on October 16. Twenty-Three (23) contractors requested bid documents and sealed bids were opened on November 12, with three (3) responsive bids received. Kingdom Pipelines, Inc. submitted the lowest responsive and responsible bid in the amount of $1,671,000 (Attachment 1 - Bid Summary).

 

ENVIRONMENTAL REVIEW

This project is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Class 2, Section 15302 for replacement of existing structures and facilities.

 

FISCAL IMPACT

Funding is available in capital project 818550 - Park Buildings Rehabilitation (Attachment 3). Work at Washington and Serra Park restrooms was originally intended for delivery in FY 2019/20; however, the schedule was delayed due to staffing turnover in the Engineering Division.

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, Sunnyvale Public Library and Department of Public Safety. In addition, the agenda and report are available at the Office of the City Clerk and on the City's website.
