STAFF RECOMMENDATION
Recommendation
1. Make a finding of categorical exemption from the California Environmental Quality Act pursuant to California Environmental Quality Act Guidelines Section 15302 (c);
2. Award a contract in substantially the same form as Attachment 2 to the report in the amount of $559,766 to Basset Engineering of San Francisco, California;
3. Authorize the City Manager to execute the contract when all necessary conditions have been met; and
4. Approve a 10% Contingency in the amount of $55,977.

BASIS FOR RECOMMENDATION
The construction project (Project No. UW-18-01A) was advertised on DemandStar on February 12. Thirty-seven (37) contractors requested bid documents and sealed bids were opened on March 10, with ten (10) responsive bids received. Basset Engineering submitted the lowest responsive and responsible bid in the amount of $559,766 (Attachment 1 - Bid Summary).

ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302 (c) for replacement or reconstruction of an existing utility system involving negligible or no expansion of capacity.

FISCAL IMPACT
Costs for the contract and contingency total $615,743. Budgeted funds are available in Project 825451, City-wide Water Line Replacement (Attachment 3).

PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, Sunnyvale Public Library and Department of Public Safety. In addition, the agenda and report are available at the Office of the City Clerk and on the City's website.
