The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines sections 15320, 15378 and 15061(b)(3) as it is an organizational structure change and does not have the potential to result in either a direct or reasonable foreseeable indirect physical change in the environment.
DISCUSSION
Redistricting Commission meetings are currently scheduled to begin at 7:00 pm on Thursdays. Staff chose Thursdays to avoid conflicts with other City meetings. The 7:00 p.m. start time was consistent with City Council meetings and other commissions.
On June 29, the City Council appointed seven (7) Redistricting Commissioners and six (6) Redistricting Commission Alternates. Staff recently learned that an appointed Commissioner has an ongoing work conflict with the current Commission meeting schedule. To accommodate the Commissioner and in the spirit of Council’s expressed desire for their participation, staff is proposing to move up Redistricting meetings to 6:00 p.m.
FISCAL IMPACT
No fiscal impact is anticipated.
PUBLIC CONTACT
Public contact was made through posting of the Redistricting Commission agenda on the City’s official-notice bulletin board, on the City’s website, and the availability of the agenda and report in the Office of the City Clerk.
ALTERNATIVES
1. Approve changing Redistricting Commission meeting start time to 6:00 p.m.
2. Take no action (meetings would continue to start at 7:00 p.m.).
3. Take another action as directed by the Redistricting Commission.
