BACKGROUND
Mason Fong, who was elected to At-Large Council Seat No. 3 of the City Council on November 6, 2018 and served a term to expire January 3, 2023, has submitted a letter of resignation from the Council, effective November 14, 2021.
On December 14, 2021, the City Council adopted Resolution No. 1100-21 approving the process and schedule for making an appointment to City Council At-Large Seat No. 3. The application deadline was January 20, 2022.
The City Council is scheduled to conduct interviews of eligible candidates on Monday, Jan. 31 and Wednesday, Feb. 2, 2022 beginning at 6 p.m. Interviews will be open to the public.
The City Council is scheduled to make an appointment to At-Large Council Seat No. 3 on Tuesday, Feb. 8, 2022.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
DISCUSSION
The City received applications (Attachment 2 for February 2 interviews) from the following candidates, along with a Statements of Economic Interests (FPPC Form 700) (Attachment 3). The City Clerk's Office has confirmed each candidate's voter registration status with the Santa Clara County Registrar of Voters.
