Adopt a Resolution Amending the City's Salary Resolution to Provide a Time Exception to Extend Assignments for Term Limited Employees Assigned to the Enterprise Resource Planning (ERP) Project

Report
BACKGROUND
Term Limited employees are defined as at-will employees, appointed to assist with projects of a limited duration, and shall not displace regular employees. Term Limited assignments must have a specific duration, not exceeding two years, except under special circumstances approved by the City Manager, in which the term may be extended by no more than one year. This report recommends amending the City's Salary Resolution to allow the City Manager to authorize exceptions to the maximum duration of Term Limited assignments related to the ERP implementation project.

EXISTING POLICY
Council Policy 7.3.1 Legislative Management - Goals and Policies, Goal 7.3D: Maintain a quality work force, consistent with state and federal laws, City Charter, and adopted policies in order to assure that City services are provided in an effective, efficient, and high-quality manner.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(4) in that is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

DISCUSSION
In May 2018, the City selected Oracle Cloud Fusion ERP to replace the City's financial and human resource information systems. While Rollout 1 of this project went live in February 2021, Rollout 2 - Human Capital Management (HCM) is still in progress, with a target Go-Live in 2023.
