SUMMARY OF COMMISSION ACTION

The Housing and Human Services Commission considered this item on October 26, 2022.  

 

The Housing and Human Services Commission voted to approve Alternatives 1 and 3, with a modification to Alternative 3 noted in italics below: 1) Approve the list of priority needs as stated in the staff report, excerpted from the City’s 2020-2025 Consolidated Plan submitted to the Department of Housing and Urban Development; and 3) Approve supplemental funding in the amount of $135,000 for human services grants for FY 2023/24 and FY 2024/25 with an annual inflationary increase.  The modified Alternative 3 is included as Alternative 5 in this report.

 

The vote was 6-0.

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Public Library, Senior Center, Community Center and in the Department of Public Safety Lobby. In addition, the agenda and report are available at the Sunnyvale Public Library, Office of the City Clerk, and on the City's website.

3.                     Approve supplemental funding in the amount of $135,000 for human services grants for FY 2023/24 and FY 2024/25.

4.                     Approve supplemental funding in the amount determined by the Commission for human services grants for FY 2023/24 and FY 2024/25.

 

HOUSING COMMISSION RECOMMENDED ALTERNATIVES

5.                     Approve supplemental funding in the amount of $135,000 for human services grants for FY 2023/24 and FY 2024/25 with an annual inflationary increase.

 

STAFF RECOMMENDATION

Recommendation

Alternatives 1 and 3: 1) Approve the list of priority needs as stated in the staff report, excerpted from the City’s 2020-2025 Consolidated Plan submitted to the Department of Housing and Urban Development; and, 5) Approve supplemental funding in the amount of $135,000 for human services grants for FY 2023/24 and FY 2024/25

 

The current list of priority needs is broad enough to encompass virtually all types of human services; therefore, modification of the list does not appear to be necessary. Continuing the supplemental funding amount of $135,000 is recommended because it is consistent with the City’s past practice in accordance with City Council direction and with the 20-year Resource Allocation Plan. Council could provide direction on whether to include an inflationary factor to address the needs heard from the community during recent years of funding requests.
