BACKGROUND

This report recommends amending the City’s Salary Resolution to update the schedule of pay, increasing the pay for the Network and Systems Engineer I/II to provide internal equity with the Applications Analyst/Project Coordinator I/II classifications. There are no current incumbents in the Network and Systems Engineer 1/2 classification, and this move will help the Department prepare for the upcoming recruitment.

 

EXISTING POLICY

Section 1104, entitled Pay Plan, of the City Charter states that amendments to the pay schedule may be adopted from time to time by City Council upon the recommendation of the City Manager.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

In 2022 the Office of the City Manager approved a compensation study request from the Information Technology Department (ITD).  This request included a review of the network engineering classifications and pay ranges.   Study results have been discussed with the Office of the City Manager and ITD.  The following recommendations result from these discussions.

 

Based upon the study results and internal equity, the Department of Human Resources is requesting to have the pay level for Network and Systems Engineer I/II be equal to the Applications Analyst / Project Coordinator I/II classifications. Currently, the Applications and Networking groups are paid the same at the Senior and Principal level classifications. This proposed increase will provide the City equity and consistency between the Applications and Networking groups at the I/II levels.

 

These classifications are represented by SEA/ IFPTE Local 21. SEA/IFPTE Local 21 was provided notice and an opportunity to comment on the proposed pay rates for the represented classifications.

 

FISCAL IMPACT

The financial impact of the change in pay associated with the Network and Systems Engineer I/II classifications to be commensurate with the Applications Analyst / Project Coordinator I/II classifications is $56,865 annually and approximately $1.4M over twenty years. There is currently one budgeted Network Systems Engineer II in the Information Technology Department budget that is vacant, so there is no immediate fiscal impact. Should the position be filled in FY 2022/23, the Department can absorb the cost. Updated salary and benefit costs for the Network and Systems Engineer I/II classifications will be included in the FY 2023/24 Budget. Additionally, with other organizational changes within the department enabled by this change, it is anticipated that there will be an overall ongoing savings of approximately $10,000 per year.

 

These positions are funded by the Technology and Communication Services Fund. Funding is recovered from internal service charges from the major operating funds. The General Fund accounts for approximately 80% of the cost of the Technology and Communication Services Fund.

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Public Library, Senior Center, Community Center and in the Department of Public Safety Lobby. In addition, the agenda and report are available at the Sunnyvale Public Library, Office of the City Clerk, and on the City's website.

Recommendation

Adopt a Resolution to Amend the City’s Salary Resolution to Update the Schedule of Pay by Increasing Salaries for the Classifications of Network and Systems Engineer I/II effective the first pay period after City Council approval.
