Award of Contract to Callander Associates for Design Services for the Corn Palace Park Development Project (F23-036)

STAFF RECOMMENDATION
Recommendation
- Award a Consultant Services Agreement in substantially the same form as Attachment 1 to the report in an amount not to exceed $479,482 to Callander Associates of San Jose;
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Approve a 10% contingency in the amount of $47,948.

BASIS FOR RECOMMENDATION
A request for proposals (RFP) was posted on DemandStar on October 4, 2022 and distributed to multiple California firms. Nine (9) proposals were received on November 1, 2022, and Callander Associates was selected as the highest-ranked proposer. A detailed scope of work is included in Attachment 1 to this report.
ENVIRONMENTAL REVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15305, which exempts construction of limited numbers of new, small facilities or structures, and CEQA Guidelines Section 15304, which exempts minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. Furthermore, the traffic and noise impacts of the park were considered within the scope of the Final Environmental Impact Report for the City of Sunnyvale Corn Palace Residential Development Project dated March 1, 2019 and as no new environmental impacts are anticipated and no new mitigations are required, then the action is also exempt from CEQA pursuant to CEQA Guidelines Section 15168 (c)(2) and Public Resources Code Section 20194 (c).
FISCAL IMPACT
Funding for this project is available in Project: 834330 - Corn Palace Park Development. A project budget financial summary is included as Attachment 2 to this report.
