STAFF RECOMMENDATION
Recommendation
Take the following actions:
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $2,562,341 to Interstate Grading & Paving, Inc.;
- Approve a 10% construction contingency in the amount of $256,234.10;
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Make a finding of a categorical exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c).

BASIS FOR RECOMMENDATION
This project will rehabilitate Wolfe Road between El Camino Real and Homestead Road. Work will include grinding and overlay in addition to some minor concrete work. The Wolfe Road Pavement Rehabilitation Project (Project No. ST-21-08) was advertised on DemandStar on March 1, 2024. Twenty-five (25) contractors requested bid documents. Sealed bids were opened on March 20, 2024, with four (4) responsive bids received. Interstate Grading & Paving, Inc., submitted the lowest responsive and responsible bid in the amount of $2,562,341 (Attachment 1- Bid Summary).

ENVIRONMENTAL REVIEW
The proposed project is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c), which applies to repairs, maintenance or minor alterations of existing streets, sidewalks and pedestrian trails and similar facilities, involving negligible or no expansion of the existing or former use thereof.

FISCAL IMPACT
Project costs consist of the construction contract in the amount of $2,562,341, and a 10% construction contingency in the amount of $256,234.10, for a total of $2,818,575.10. Funding i...
