Rehabilitation Updated Proposed Projects List for the Road  
Repair and Accountability Act of 2017 - Local Streets and  
Roads Funding Program and find the action exempt from the  
California Environmental Quality Act (CEQA) pursuant to  
CEQA Guidelines Section 15378(b)(4) as it is a fiscal activity  
that does not involve any commitment to any specific project  
which may result in a potential significant impact on the  
environment.

Award of a Contract to Verde Design, Inc. in the Amount of  
$1,283,158 for Design and Construction Support Services for  
the Serra Park Renovation and Enhancement Project and  
Approve Budget Modification No. 20 in the Amount of  
$424,439 (F25-436)  
Recommendation:  
Take the following actions:  
* Award a Consultant Services Agreement to Verde Design,  
Inc. of Santa Clara in substantially the same form as  
Attachment 1 to the report in an amount not to exceed  
$1,283,158;  
* Authorize the City Manager to execute the contract when all  
necessary conditions have been met;  
* Approve a 10% contingency in the amount of $128,316; and  
* Approve Budget Modification No. 20 in the amount of  
$424,439.

Adopt Proposed Utility Rate Increases for Fiscal Year 2026/27  
Rates for Water, Wastewater, and Solid Waste Utilities for  
Service Provided to Customers Within and Outside City  
Boundaries; and Finding of California Environmental Quality  
Act (CEQA) Exemption Pursuant to Public Resource Code  
Section 21080(b)(8) and CEQA Guidelines Section 15273  
Recommendation:  
Alternatives 1 and 2:  
1) Find that this action is exempt from CEQA pursuant to  
Public Resources Code Section 21080(b)(8) and CEQA  
Guidelines Section 15273 because it approves rates and  
charges for the purposes of (1) meeting operating expenses,  
including employee wage rates and fringe benefits; (2)  
purchasing or leasing supplies, equipment or materials; (3)  
meeting financial reserve needs and requirements; and (4)  
obtaining funds for capital projects necessary to maintain  
current service levels; and  
2) Adopt a resolution increasing water rates by 7.5%,  
wastewater rates by 7%, and solid waste rates by 3% for FY  
2026/27.

Adoption of Three Resolutions Calling a General Municipal  
Election to be Held in the City of Sunnyvale on Tuesday,  
November 3, 2026, for the Purpose of Submitting to City  
Voters Three Amendments to the City Charter; Requesting  
Consolidation with the Statewide General Election and  
Election Services from Santa Clara County; Directing the City  
Attorney to Prepare an Impartial Analysis; and Setting Priorities  
for Ballot Arguments  
Recommendation:  
Alternatives 1 through 3: Adopt three Resolutions calling a  
General Municipal Election to be held in the City of Sunnyvale  
on Tuesday, November 3, 2026, for the purpose of submitting  
to City voters three ordinances concerning amendments to the  
City Charter; requesting consolidation with the Statewide  
General Election and election services from Santa Clara  
County; directing the City Attorney to prepare an impartial  
analysis; and setting priorities for ballot arguments.

Adopt a Resolution to Approve the Final Engineer’s Report,  
Confirm the Assessment, and Levy and Collect an Annual  
Assessment for the Downtown Parking Maintenance District  
for Fiscal Year 2026/27  
Recommendation:  
Alternative 1: Adopt a Resolution to approve the final  
Engineer's Report, confirm the assessment, and levy and  
collect an annual assessment for the FY 2026/27 Downtown  
Parking Maintenance District. This alternative will allow the  
City to continue levying the assessment for FY 2026/27 to fund  
the District's operation and maintenance.

Adopt a Resolution Approving the 2025 Urban Water  
Management Plan (UWMP) and Adopt a Resolution Approving  
the 2025 Water Shortage Contingency Plan (WSCP) to be  
Included in the UWMP and Find that These Actions are  
Exempt from the California Environmental Quality Act (CEQA)  
Recommendation:  
Alternative 1: Adopt two Resolutions approving the 2025  
Urban Water Management Plan and the Water Shortage  
Contingency Plan as presented; direct staff to submit the
