Prior to opening public comment on Oral Communications, the Mayor may  
determine it would be impractical to include remote public comment for the purpose  
of timeliness of the meeting or conducting an orderly meeting.  
Oral Communications is the opportunity for the public to address the City Council on  
items not listed on the agenda and is limited to 15 minutes with a maximum of up to  
three minutes per speaker (one appearance per speaker). Note the Brown Act does  
not allow the Council to take action on an item not listed on the agenda. To address  
the Council, refer to the notice at the end of this agenda.

PUBLIC HEARINGS/GENERAL BUSINESS

this agenda. Each speaker is limited to three minutes. For land use items,  
applicants are limited to 10 minutes for opening comments and five minutes for

Discussion and Potential Actions on Study Issue DPS  
24-02-Evaluate Municipal Code Section 10.16.120 (Use of  
Streets or Public Parking Facilities for Storage of Vehicles  
Prohibited) and Modernize Parking Requirements and  
Restrictions  
Recommendation:  
Staff recommends Alternate 1:  
Direct staff to return to Council with amendments to Sunnyvale  
Municipal Code Section 10.16.120 to require that vehicles be  
moved a minimum distance of 0.25 miles to comply with the 72  
hour parking limit and prohibit vehicles from returning to the  
same parking space for at least 24 hours. Direct staff to  
evaluate the practice commonly referred to as vanlording for  
potential inclusion within the ordinance. Direct staff to return  
after one year to determine if the evaluation and  
implementation of an oversized vehicle parking permit program  
and a potential prohibition on oversized vehicle parking near  
parks and schools is still needed.

Select the Preferred Concept Plans from the Sunnyvale  
Caltrain Station Pedestrian-Bicycle Access Study (DPW  
20-02) with a Modification to Corridor 2 with Dashed Yellow  
Centerline on N. Frances Street Instead of Double Yellow  
Centerline; Direct Staff to Include the Concept Plans as an  
Unfunded Project(s) in the FY 2026/27 Budget Pending Future  
Identification of Funding; Recommend to the Santa Clara  
County Board of Supervisors to Approve the Proposed  
Improvements for Corridor 1A in County’s Right-of-Way; and  
Find that the Action is Exempt from the California  
Environmental Quality Act (CEQA) Pursuant to CEQA  
Guidelines Section 15262  
Recommendation:  
Alternative 2: Approve the concept plans from the Sunnyvale  
Caltrain Station Pedestrian-Bicycle Access Study (DPW  
20-02) with a modification to Corridor 2 with a dashed yellow  
centerline on N. Frances Street instead of a double yellow  
centerline; direct staff to include the concept plans as an  
unfunded project(s) in the FY 2026/27 Budget pending future  
identification of funding; recommend to the Santa Clara County  
Board of Supervisors to approve the proposed improvements
