on items not listed on the agenda and is limited to 15 minutes with a maximum of  
up to three minutes per speaker (one appearance per speaker). Note the Brown

Approve the List(s) of Claims and Bills Approved for Payment  
by the City Manager  
Recommendation:  
Approve the list(s) of claims and bills.  
1.B  
Accept Housing Incentive Pool (HIP) Program Grant Funds,  
Approve Budget Modification No. 12 to Appropriate $836,000  
of the HIP Program Funds and $373,507 from the General  
Fund for the Sunnyvale Avenue at California Avenue Traffic  
Signal Upgrade Project, Authorize the City Manager to  
Execute a Grant Agreement and Related Documents, and  
Find that the Project is Exempt from the California  
Environmental Quality Act (CEQA) Pursuant to Section 15301  
of the CEQA Guidelines  
Recommendation:  
Accept Housing Incentive Pool (HIP) program funds, approve  
Budget Modification No. 12 to appropriate $836,000 in HIP  
program funds and $373,507 from the General Fund for the  
Sunnyvale Avenue at California Avenue Traffic Signal  
Upgrade Project, authorize the City Manager to execute a  
grant agreement and any other related documents necessary  
to implement the grant award, and find that the project is  
exempt from CEQA pursuant to Section 15301 of the CEQA  
Guidelines.

Authorize the Issuance of a Consultant Service Agreement  
With TRC Solutions, Inc. for Professional Services to Upgrade  
of the Fuel Station at City Hall (F25-437)  
Recommendation:  
Take the following actions:  
- Award a Consultant Service Agreement to TRC Solutions,  
Inc. with a total not-to-exceed amount of $257,956 for  
professional services to upgrade the fuel station at City Hall;  
- Authorize the City Manager to execute the contract when all  
necessary conditions have been met; and  
- Approve a 10% contingency in the amount not to exceed  
$25,796.

Award Contract to FBD Vanguard Construction, Inc. in the  
Amount of $665,620 for Pedestrian and Safe Routes to  
School Improvements in Sunnyvale Neighbors of Arbor  
Including La Linda (SNAIL) and Braly Corner Neighborhoods  
Project and Find that the Project is Exempt from the California  
Environmental Quality Act (CEQA) Categorical Exemption  
Pursuant to CEQA Guidelines Section 15301(c) (PW26-01)  
Recommendation:  
Take the following actions:  
- Award a contract in substantially the same form as  
Attachment 2 to the report in the amount of $665,620 to FBD  
Vanguard Construction, Inc. of Livermore, CA;  
- Find that the Project is categorically exempt from the  
California Environmental Quality Act (CEQA) pursuant to  
CEQA Guidelines Section 15301(c);  
- Authorize the City Manager to execute the contract when all  
necessary conditions have been met; and  
- Approve a 10% contingency in the amount of $66,562.

Award a Contract to Ray’s Electric in the Amount of  
$1,572,546.78 for Traffic Signal Hardware and Wiring at Fair  
Oaks/Olive and Maude/Pastoria Project and Finding of  
California Environmental Quality Act (CEQA) Categorical  
Exemption Pursuant to CEQA Guidelines Section 15301(c)  
(PW26-06)  
Recommendation:  
Take the following actions:  
- Award a contract in substantially the same form as  
Attachment 2 to the report in the amount of $1,572,546.78 to  
Ray's Electric of Oakland, CA;  
- Make a finding of categorical exemption from the California  
Environmental Quality Act (CEQA) pursuant to CEQA  
Guidelines Section 15301(c);  
- Authorize the City Manager to execute the contract when all  
necessary conditions have been met: and  
- Approve a 10% contingency in the amount of $157,255.

Approve Second Amendment to Temporary Personnel  
Services Agreement with CSG Consultants, Inc., Increasing  
Contract Amount to $263,517 and Extending the Term  
Through January 10, 2027 (F26-234)  
Recommendation:  
Take the following actions:  
- Approve a Second Amendment to the Temporary Personnel  
Services Agreement with CSG Consultants, Inc., in  
substantially the same form as Attachment 1 to the report,  
increasing the contract by $109,617 for a new not-to-exceed  
total of $263,517 and exercising year two of three contract  
extensions through January 10, 2027;  
- Authorize the City Manager to execute the amendment when  
all necessary conditions have been met; and  
- Authorize the City Manager to approve compensation  
adjustments and exercise the remaining contract extension,  
subject to budget availability and satisfactory performance.

Recommendation:  
Staff makes no recommendation. By approval of the Consent  
Calendar, Council ratifies the National League of Cities' (NLC)  
Appointment of Councilmember Linda Sell to the NLC Energy,  
Environment and Natural Resources Committee.

Annual Review of New Legislation Including Discussion and

Alternatives 1 and 2:  
(1) Receive a Legislative Update, including the Annual Review  
of New Laws Report (Attachment 1 to the report); and  
(2) Approve the Proposed 2026 Priority Advocacy Issues -  
Clean Version (Attachment 2 to the report) and Council Policy  
Long-term Advocacy Positions as proposed to be amended  
(Attachment 4 to the report).  
Approve an Extension of the Exclusive Negotiating Agreement  
and Short-Term Lease with MidPen Housing Corporation for

and execute the Extension to the Exclusive Negotiating

Execute all Agreements Related to the Operations of the
