Re-evaluate Traffic Calming Program and Policy Update  
Principal Transportation Engineer/Planner Lillian Tsang provided the staff report  
and presentation.  
Public Hearing opened at 6:51 p.m.  
David Kesting spoke to the need for a traffic calming study on Washington Avenue.  
Shawn Ellis shared the need for a traffic calming study on Washington Avenue and  
for developing a more understandable traffic calming process.  
Eli Kesting voiced their safety concerns with the traffic troubles on Washington  
Avenue.  
Marloleine De Waal spoke to traffic safety concerns on Washington Avenue, Evelyn  
Avenue and Mary Avenue.  
Bryce Beagle voiced their support for revising the traffic calming program.  
Mei-Ling Shek inquired about the traffic calming study in the Panama Park  
neighborhood and if it could be escalated.  
Kristen Kurimoto shared their desire for improved communication of the traffic  
calming program and quick-build project notifications.

Martin Pyne, Political Director, Sunnyvale Democratic Club, announced the Club is  
hosting endorsement interviews for Sunnyvale City Council and Mayoral elections.  
Shilpa B shared their concerns with recent robbery incidents and how Public Safety  
responds to such incidents.  
Sreeja Pavuluri, Government Affairs and Policy Associate, Tarana Wireless,  
announced the 4th annual Stars and Stripes Community Run and Walk.

- Award a Consultant Services Agreement in substantially the same form as  
Attachment 2 to the report in an amount not-to-exceed $2,422,269 to Alta Planning  
+ Design, Inc. of Portland, OR;  
- Approve a 10% contingency in the amount of $242,227;  
- Authorize the City Manager to execute the contract when all necessary conditions  
have been met; and  
- Find the Project exempt from the California Environmental Quality Act (CEQA)  
pursuant to Guidelines Section 15262.

Authorize the City Manager to Apply for a Discretionary  
Wastewater Discharge Permit from East Bay Municipal Utility  
District (EBMUD) for the Disposal of Source-Separated  
Residential and Commercial Organic Waste from the  
Sunnyvale SMaRT Station® in the Amount of $470,000  
Authorize the City Manager to apply for a Discretionary Wastewater Discharge  
Permit in the amount of $470,000 with East Bay Municipal Utility District (EBMUD)  
for the disposal of source-separated residential and commercial organic waste from  
the Sunnyvale SMaRT Station® and authorize the City Manager to renew this  
permit for five additional one-year periods subject to available budget and as long  
as service and pricing remain acceptable.

Understanding Between the Santa Clara County Recycling  
and Waste Reduction Technical Advisory Committee (TAC)  
Member Jurisdictions Establishing Ongoing Management and

with the Requirements of Senate Bill 1383 (California’s  
Short-Lived Climate Pollutant Reduction Strategy)  
Authorize the City Manager to sign the Memorandum of Understanding between the

(TAC) member jurisdictions establishing ongoing management and operation of the  
edible food recovery program to comply with the requirements of Senate Bill 1383  
(California’s Short-Lived Climate Pollutant Reduction Strategy).

Financing the Cost of Acquisition, Construction, and  
Improvement of Certain Municipal Improvement Projects (New  
Main Library)  
Assistant Finance Director Dennis Jaw provided the staff report and presentation.

main library bond ballot measure.

MOTION: Councilmember Melton moved and Councilmember Mehlinger seconded  
the motion to approve Alternative 1: Adopt a Resolution determining that the public  
interest and necessity demand the acquisition, construction and improvement of  
municipal improvement projects constituting public infrastructure of the City, and  
their financing through the issuance of general obligation bonds; and introduce an  
Ordinance ordering the submission of a proposition incurring bonded indebtedness  
to the qualified voters of the City of Sunnyvale at the General Municipal Election to  
be held on November 5, 2024, for the purpose of financing the cost of the  
acquisition, construction and improvement of certain municipal improvement projects  
constituting public infrastructure of the City.

Mayor Kleinreported on a recent Silicon Valley Clean Energy Board of Directors

to agendize a study session to discuss how Sunnyvale is partnering with regional  
partners to combat retail and vehicle theft.
