$1,072,981.80 for Sunnyvale Avenue/California Avenue  
Traffic Signal Project and Finding of California Environmental  
Quality Act (CEQA) Categorical Exemption Pursuant to CEQA  
Guidelines Section 15301(c) (PW26-10)  
Recommendation:  
Take the following actions:  
- Award a contract in substantially the same form as  
Attachment 2 to the report in the amount of $1,072,981.80 to  
Columbia Electric, Inc. of San Leandro, CA;  
- Make a finding of categorical exemption from the California  
Environmental Quality Act (CEQA) pursuant to CEQA  
Guidelines Section 15301(c);  
- Authorize the City Manager to execute the contract when all  
necessary conditions have been met: and  
- Approve a 10% contingency in the amount of $107,298.

Authorize the Issuance of a Purchase Agreement to Univar  
Solutions USA, LLC in the Amount of $375,000 for Sodium  
Hydroxide (F26-452)  
Recommendation:  
Take the following actions:  
- Authorize the issuance of a Purchase Agreement in the  
amount of $375,000 to Univar Solutions USA, LLC of Chicago,  
IL to provide sodium hydroxide at the Water Pollution Control  
Plant (Plant) from July 1, 2026, through June 30, 2027;  
- Authorize the City Manager to execute the agreement when  
all necessary conditions have been met;  
- Authorize the City Manager to increase the not-to-exceed  
amount for this contract during the approved contract term  
and optional extensions, subject to available budget and if  
pricing and service remain acceptable to the City; and  
- Authorize the City Manager to renew the purchase  
agreement for up to three (3) additional one-year periods,  
consistent with the Bay Area Chemical Consortium (BACC)  
contract terms, subject to the appropriation of funds by the  
City Council.

Reject the sole bid in response to the Invitation for Bids (IFB)

to California Assembly Bill No. 481  
Recommendation:  
Adopt a Resolution Regarding the Presentation of the Annual  
Public Safety Military Equipment Use Report and Renewing  
the Military Equipment Use Policy Pursuant to California  
Assembly Bill No. 481 and Finding the Uses Conformed to  
Policy.

Valley Transportation Authority Bicycle and Pedestrian

Staff makes no recommendation. By approving the Consent

Advisory Commission's recommendation to appoint Leia  
Mehlman as Sunnyvale's community member representative  
for the VTA BPAC for a two-year term, which begins on July 1,  
2026 and ends on June 30, 2028.

Recommendation:

1. Conduct a public hearing to obtain input from the public on  
the FY 2026/27 Recommended Budget as required by City  
Charter Section 1303, the California Constitution, and the

direction to staff on any issue requiring further review before  
the adoption of the budget on June 16, 2026.  
2. Conduct a public hearing to solicit public input in the  
proposed Fee Schedule and provide direction to staff on any  
fees requiring further review before the June 16, 2026,

Sunnyvale Financing Authority:
