CALL TO ORDER  
Mayor Klein called the meeting to order at 8:32 a.m.

BUDGET WORKSHOP  
Public Comment opened at 8:34 a.m.  
Stephen Meier communicated support for Budget Supplement 1- Study Issues,  
Budget Supplement 3- Implement Homestead Road Full-Time Bike Lanes, and  
Budget Supplement 5 - Funding for Sweeping and Maintenance of Class IV Bike  
Lanes. They also shared concerns regarding the San Francisco BayKeeper lawsuit,  
golf subsidies, efficiencies of the Study Issue process and how the City will  
generate revenue in the future.  
Sharlene Liu voiced support for Budget Supplements 1, 3 and 5 and Study Issue  
DPW 25-01: Fair Oaks Avenue Signalizations at Three Locations.  
Chuck Fraleigh provided a presentation with their concerns with the budget  
allocations towards golf courses.  
David Kesting, Parks and Recreation Commission Chair, shared the Commission’s  
support of re-striping tennis courts for pickle ball, the Las Palmas Park renovation  
and provided comments on safety corridors.  
Jeff Nabhan, Sustainability Commission Vice Chair, discussed the Commission’s  
positions on fuel station upgrades, the Climate Action Playbook implementation, and  
support for Budget Supplements: 1, 3, 4- Safe Parking Program Community Capital  
Grant and 5 option B- Use of Overtime and opposition to 6- Redesign of the  
Sunnyvale Website.  
Emilie Danna shared their support for re-striping tennis courts to be accessible for  
pickle ball play.  
Frank Austin, Assistant Business Manager, UA Local Union 393, communicated  
support for Study Issue DPW 24-07: Explore the Benefits and Costs of Project  
Labor Agreements (PLAs) to Establish the Terms and Conditions of Employment for  
Specific City Construction Projects.  
Erika Valentine, Political and Communications Director, UA Local Union 393, voiced  
support for Study Issue 24-07.  
Gail Rubino shared their support for funding the SV Hopper rideshare program.  
Jonathan Blum communicated support for Budget Supplements 1, 3 and 5.

Council took a recess at 10:42 a.m. and reconvened at 11:00 a.m. with all

Budget Supplements  
MOTION: Councilmember Mehlinger moved and Vice Mayor Sell seconded the  
motion to approve the staff recommendations for Budget Supplements 1, 3, 4, 5, 6  
and approve Budget Supplement 2 with the addition of 2B.1- Explore the Benefits  
and Costs of Project Labor Agreements to Establish the Terms and Conditions of  
Employment for Specific City Construction Projects.  
The motion carried with the following vote:
