CALL TO ORDER

Prior to opening public comment on Oral Communications, the Chair may determine  
it would be impractical to include remote public comment for the purpose of  
timeliness of the meeting or conducting an orderly meeting.  
Oral Communications is the opportunity for the public to address the Bicycle and  
Pedestrian Advisory Commission on items not listed on the agenda and is limited to  
15 minutes with a maximum of up to three minutes per speaker (one appearance  
per speaker). Note the Brown Act does not allow the Commission to take action on  
an item not listed on the agenda. To address the Commission, refer to the notice at  
the end of this agenda.

All matters listed on the consent calendar will be acted upon by one motion unless  
discussion is requested by a Commissioner or the public. To address the

Approve the Bicycle and Pedestrian Advisory Commission  
Meeting Minutes of April 17, 2025.  
Recommendation:  
Approve the Bicycle and Pedestrian Advisory Commission  
Meeting Minutes of April 17, 2025 as submitted.  
PUBLIC HEARINGS/GENERAL BUSINESS  
To speak on a public hearing/general business item, refer to notice at the end of  
this agenda. Each speaker is limited to three minutes.

Recommend to City Council to approve the concept plan  
(Alternative 2) to implement the improvements in two phases,  
find that the action is exempt from CEQA pursuant to CEQA  
Guidelines Section 15301(c) and Public Resources Code  
Section 21080.25(b)(1), and recommend that the City Council  
direct staff to include the concept plan as an unfunded project  
in the FY 2025/26 Budget pending future identification of  
funding.  
Recommendation:  
Alternative 2: Recommend to City Council to approve the  
concept plan to implement the improvements in two phases,

funding. Phase 1 includes the removal of one travel lane in  
each direction on Tasman Drive between Fair Oaks Avenue  
and Vienna Drive to install sidewalk and Class IIB buffered  
bicycle lane on both north and south sides along this segment  
and to upgrade the existing sidewalk on the southside of  
Tasman Drive between Vienna Drive and Lawrence  
Expressway to the current design standards, where feasible;  
Phase 2 includes the removal of one travel lane in each  
direction on Tasman Drive between Vienna Drive and  
Lawrence Expressway on both north and south sides of  
Tasman Drive to install sidewalk and Class IIB buffered bicycle  
lane on both north and south sides along this segment.

Recommend to City Council a Project for the Application of  
Transportation Development Act Article 3 Funding for Fiscal  
Year 2025/26  
Recommendation:  
Alternative 1: Recommend to City Council to use $600,000 of  
Transportation Development Act Article 3 Funding for Fiscal  
Year 2025/26 for the construction of Project No. 3, Evelyn  
Avenue Multi-Use Path and bank the remainder of the funding  
($211,845) for future use.
