CALL TO ORDER  
Mayor Klein called the meeting to order at 8:33 a.m.

PUBLIC COMMENT  
Public Comment opened at 8:35 a.m.  
Tara Martin-Milius Executive Director, Leadership Sunnyvale, shared appreciation  
for City Council’s civil discourse and an invitation to Leadership Sunnyvale’s  
Poverty Simulation. They commented on their personal appreciation for Council’s  
work.  
Public Comment closed at 8:38 a.m.  
COUNCIL RETREAT AGENDA  
• Agenda Review  
Sommer Kehrli, Ph.D, Chief Executive Officer, The Centre for Organization  
Effectiveness provided an overview of the agenda for the Council Retreat.  
• City Manager Update  
City Manager Tim Kirby provided an update on City accomplishments, workload and  
the framework that drives City operations.  
Council took a recess at 9:23 a.m. and reconvened at 9:38 a.m. with all  
Councilmembers present.  
• The Role of Councilmembers, Governance Roles Exercise, & Hopes for the  
Council  
Sommer Kehrli, Ph.D, Chief Executive Officer, The Centre for Organization  
Effectiveness led a discussion of the role of Councilmembers and a governance  
roles exercise.  
Council took a recess at 10:32 a.m. and reconvened at 10:43 a.m. with all  
Councilmembers present.  
Council continued the governance roles exercise and participated in a discussion of  
hopes for the Council.  
Council took a recess at 12:15 p.m. and reconvened at 1:00 p.m. with all  
Councilmembers present.  
• Presentation on Brown Act/Roles & Open Discussion for Council Questions  
City Attorney Rebecca Moon provided a presentation regarding the Brown Act.  
Sommer Kehrli, Ph.D, Chief Executive Officer, The Centre for Organization  
Effectiveness led a discussion of roles and an open discussion for council  
questions.  
• Review of Next Steps in Strategic Prioritization Process and Pre-Work for  
Councilmembers  
Sommer Kehrli, Ph.D, Chief Executive Officer, The Centre for Organization  
Effectiveness provided a review of next steps in the strategic prioritization process  
and pre-work for Councilmembers.
