Prior to opening public comment on Oral Communications, the Mayor may

Oral Communications is the opportunity for the public to address the City Council on  
items not listed on the agenda and is limited to 15 minutes with a maximum of up to  
three minutes per speaker (one appearance per speaker). Note the Brown Act does  
not allow the Council to take action on an item not listed on the agenda. To address  
the Council, refer to the notice at the end of this agenda.

this agenda. Each speaker is limited to three minutes. For land use items,

Adoption of Three Resolutions Calling a General Municipal  
Election to be Held in the City of Sunnyvale on Tuesday,  
November 3, 2026, for the Purpose of Submitting to City  
Voters Three Amendments to the City Charter; Requesting  
Consolidation with the Statewide General Election and  
Election Services from Santa Clara County; Directing the City  
Attorney to Prepare an Impartial Analysis; and Setting Priorities  
for Ballot Arguments  
Recommendation:  
Alternatives 1 through 3: Adopt three Resolutions calling a  
General Municipal Election to be held in the City of Sunnyvale  
on Tuesday, November 3, 2026, for the purpose of submitting  
to City voters three ordinances concerning amendments to the  
City Charter; requesting consolidation with the Statewide  
General Election and election services from Santa Clara  
County; directing the City Attorney to prepare an impartial  
analysis; and setting priorities for ballot arguments.

Sunnyvale and the Sunnyvale Employees’ Association/IFPTE  
Local 21, and Adopt two Resolutions: (1) Amending the City's

Sunnyvale Employees’ Association/IFPTE Local 21) and Pay  
Plan Category G (Unrepresented Classified Confidential  
Employees); and (2) Paying and Reporting the Value of  
Employer Paid Member Contributions to the California Public  
Employees' Retirement System for Pay Plan Category B  
(Employees Represented by the Sunnyvale Employees’

Recommendation:  
Alternative 1: Authorize the City Manager to execute the  
Memorandum of Understanding between the City of Sunnyvale
