CALL TO ORDER  
Personnel Board Chair Johnson called the meeting to order at 5:00 p.m. in the  
Redwood Conference Room at Sunnyvale City Hall.  
SALUTE TO THE FLAG  
Chair Johnson led the salute to the flag.

Personnel Board Counsel, Marc Zafferano in attendance.  
ORAL COMMUNICATIONS  
Board Secretary Murphy shared the City's Allyship community event flyer to be held  
June 13, 2025.  
Board Secretary Murphy announced the FY 25/26 recommended budget is  
available online at Sunnyvale.ca.gov and the budget workshop will take place on  
May 22, 2025. The recommended budget will be adopted at the Council meeting  
on June 17, 2025.

Recognition of Service - Vice Chair Richard Lesher

Board Secretary Murphy presented Vice Chair Lesher with a certificate in  
recognition for his years on the Personnel Board.

Approve the Personnel Board Meeting Minutes of March 17, 2025

Chair Johnson moved and Vice Chair Lesher seconded the motion to approve the  
Personnel Board Minutes of March 17, 2025 as submitted. The motion carried by  
the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS  
Recommendation to City Council to Approve Revisions to Civil Service Rules  
and Regulations

Board Secretary Murphy provided an overview of the recommended revisions  
made to the Civil Service Rules and Regulations. Board Secretary Murphy shared  
the comments and suggestions from Board member Vickrey in his absence.  
Human Resources Managers Delanie LoFranco and Michelle Ahlberg were  
available at the Personnel Board meeting for any questions from the Board.  
Chair Johnson moved and Board member Ketzel seconded to approve the  
revisions to the Civil Service Rules and Regulations and recommend for City  
Council approval. The motion carried by the following vote:

Annual Review of the Code of Ethics and Conduct for Elected and Appointed  
Officials

Conduct for Elected and Appointed Officials to the next Personnel Board meeting.
