Zachary Kaufman provided comments and shared a video of Councilmember Din’s  
speech at the Jan. 7, 2025 Council meeting.  
Jason Park shared their congratulations to Mayor Klein and Councilmembers  
Cisneros, Le and Chang on their elections and re-elections to City Council.  
Kathryn Filley, Chief Executive Officer, Sunnyvale Chamber of Commerce, invited  
the newly elected Councilmembers to meet with her and build a relationship with the  
Chamber of Commerce.  
Rick Flovin, President, Lakewood Village Neighborhood Association, invited  
Councilmembers to visit the Lakewood Village neighborhood and suggested a  
budget modification to improve tree trimming.

Issues and Budget Proposals for Calendar Year 2025  
City Manager Tim Kirby and Senior Management Analyst Michelle Zahraie provided  
the staff report and presentation.  
Public Hearing opened at 9:12 p.m.  
Alon Golan voiced their support for Budget Proposal 2025-02 Implement Homestead  
Road Full-Time Bike Lanes and Study Issue DPW 25-05 Sweeping Protected Bike  
Lanes.  
Sharlene Liu, Sunnyvale Safe Streets, provided a presentation supporting for  
Budget Proposal 2025-02 and Study Issues DPW 25-05, DPW 24-02 Complete  
Streets Redesign of Fair Oaks Avenue and DPW 25-01 Fair Oaks Avenue  
Signalizations at Three Locations.  
Kevin Jackson, Sunnyvale Safe Street, continued the presentation.  
Deborah Goldeen voiced support for funding bicycle infrastructure.  
Bryce Beagle communicated their support for Budget Proposal 2025-02 and Study  
Issues DPW 25-05, DPW 24-02, and DPW 25-08 Evaluate Expanded Downtown

Kristel Wickham voiced support for prioritizing study issues that align with the

Councilmember Mehlinger proposed a Budget Proposal to purchase a skinny street  
sweeper and provide the necessary required staffing for the sweeper. Mayor Klein,  
Vice Mayor Sell and Councilmembers Srinivasan, Chang and Le co-sponsored the  
Budget Proposal.  
Vice Mayor Sell proposed a Study Issue to study the Risk Assessment on Climate  
Impacts for Sunnyvale. The proposal failed due to the lack of a co-sponsor.  
Vice Mayor Sell proposed a Study Issue to study improving climate resilience in  
Sunnyvale. Mayor Klein co-sponsored the Study Issue.  
Councilmember Srinivasan proposed a Budget Proposal on redesigning the City of  
Sunnyvale website. Mayor Klein, Vice Mayor Sell and Councilmembers Mehlinger  
and Le co-sponsored the Budget Proposal.  
Council took a recess at 10:17 p.m. and reconvened at 10:23 p.m. with Mayor Klein,  
Vice Mayor Sell and Councilmembers Mehlinger, Srinivasan, Chang and Le present.

City Clerk David Carnahan provided the staff report.

Agnes Veith, Chair, Arts Commission, proposed a supplemental question for Arts  
Commission applicants.

MOTION: Councilmember Mehlinger moved and Vice Mayor Sell seconded the  
motion to approve Alternative 3: Other direction provided by Council to add changes  
to revise Question 9 to replace "attending" with “watching” and add “(in person or  
remotely)” and add the following supplemental questions:  
- Arts Commission: What role do you think public art plays in a community? As an  
Arts Commissioner, how would you prioritize and include visual, literary, interactive  
and performing arts to embody the cultures of our diverse community?  
- Bicycle and Pedestrian Advisory Commission: Have you read the Active  
Transportation Plan and Vision Zero, and do you have thoughts on these  
documents?  
- Board of Library Trustees: Given the defeat of the proposed library bond in 2024  
and the current main library’s age and maintenance issues, what are your thoughts  
on how Sunnyvale should be expanding and modernizing its library infrastructure?  
- Heritage Preservation Commission: Please describe how you have engaged with  
local history and heritage within the City.  
- Housing and Human Services Commission: Please share thoughts on how the City  
might better improve housing affordability, prevent displacement, and/or serve our  
unhoused residents. Have you had an opportunity to review the Unhoused Services  
webpage?  
- Parks and Recreation Commission: What if any changes do you believe the City  
should make to our parks and recreation infrastructure and programming could  
better serve our diverse community?  
- Planning Commission: What do you see as the greatest land use challenges  
facing the City of Sunnyvale? How do you propose to address them? Have you  
reviewed the Housing Element? Have you thought about how it should be  
implemented?
