MOTION: Commissioner Pyne moved, and Vice Chair Shukla seconded the motion  
to approve the Consent Calendar with a revision to the Planning Commission  
meeting minutes of November 24, 2025, to omit the alternative and recommendation  
template text at the top of page 2.

PUBLIC HEARINGS/GENERAL BUSINESS  
Annual Review of City Code of Ethics and Conduct for Elected and Appointed  
Officials and Opportunity to Recommend Changes to the City Council

Principal Planner Julia Klein stated that the Planning Commissioners may provide  
input on the 2025 Code of Ethics and Conduct for Elected and Appointed Officials,  
and this input will be forwarded to the City Council.  
Chair Iglesias opened the Public Hearing.

Chair Iglesias closed the Public Hearing.  
MOTION: Commissioner Pyne moved, and Vice Chair Shukla seconded the motion  
to recommend Alternative 1 to the City Council - Receive the Code of Ethics and  
Conduct for Elected and Appointed Officials as presented in Attachment 1 to the  
report.  
Commissioner Pyne voiced his support of the 2025 Code of Ethics and Conduct for  
Elected and Appointed Officials as written.  
Vice Chair Shukla spoke highly of the 2025 Code of Ethics and Conduct for Elected  
and Appointed Officials and stated that she is proud to be a Planning Commissioner  
for the City.  
Chair Iglesias agreed that the 2025 Code of Ethics and Conduct for Elected and  
Appointed Officials is centered on serving the community and it is an honor to  
contribute to that effort.

Principal Planner Julia Klein informed the Planning Commissioners that on  
December 9, 2025, the City Council will review, discuss, and take potential action to  
amend policies within Chapter 7 of the Council Policy Manual (Planning and  
Management). At the same meeting, the City Council will consider the proposed  
project at 333-385 Moffett Park Drive which the Planning Commission reviewed on  
November 24, 2025.

Chair Iglesias adjourned the meeting at 7:12 PM.
