Chair Friedlander called the meeting to order at 7:00 p.m.

There were no in person or online public speakers during Oral Communications.  
Chair Friedlander made the following announcements:  
The Office of the City Manager's Equity Access, and Inclusion (EAI) Division is  
celebrating the United Against Hate Week. The EAI Division is hosting two events:  
- Sharing Their Stories: LGBTQ+ Panel Dialogue – Oct. 21, 3 to 5 p.m., City Hall  
- Sustainability Speaker Series: United for Disability and Climate Justice – Oct. 27,  
7 to 8:30 p.m., virtual  
Registration is required for both events.  
CONSENT CALENDAR  
Chair Friedlander opened and closed the public hearing at 7:07 p.m.  
MOTION: Commissioner Duncan moved and Commissioner Steward seconded the  
motion to approve the Consent Calendar.

Review of 2024/25 Consolidated Annual Performance  
Evaluation Report (CAPER)  
Housing Programs Analyst, Matt Hazel, provided the staff report and presentation.  
Commissioner Steward inquired about job creation metrics, Downtown Streets  
Team (DST) operations, and definitions of income categories. Staff clarified DST’s  
pending closure and reviewed program details.  
Commissioner Duncan questioned TBRA reporting, staffing capacity for  
rehabilitation programs, and impacts of DST’s closure. Staff noted improved  
capacity planning for next fiscal year and confirmed updates would return to the  
Commission.  
Vice Chair Riviera asked about future allocation of DST funds and project reporting  
details. Staff confirmed reallocations would require Commission approval.  
After a lengthy discussion, Chair Friedlander opened and closed the public hearing  
at 7:31 p.m.  
Chair Friedlander asked for a motion or advocacy from the commissioners.  
MOTION: Commissioner Steward moved and Commissioner Duncan seconded the  
motion to approve Alternative 1: Approve the draft CAPER as presented in  
Attachment 1 of the staff report.

Housing Officer, Amanda Szoltz, made the following announcements:  
- Upcoming Meetings: Next regular meeting is scheduled for Wednesday, October  
22, 2025; a special meeting is scheduled on Monday, November 24, 2025.  
- Federal Policy Update: Changes to low-income housing tax credit programs may  
increase affordable housing opportunities in Sunnyvale and statewide.  
Council Liaison Comments:  
Vice Mayor Linda Sell congratulated the new chair, vice chair, and new members.
