invitation to provide community input on AccessSunnyvale, the City's Constituent  
Relationship Management (CRM) system.  
Ori S. shared their concerns with proposed 100% affordable housing developments  
replacing mixed use and retail businesses along El Camino Real.  
Andrea W. provide a video presentation advocating for natural turf fields.  
Shailaja D. continued the presentation.  
Siva H. provided a presentation on their concerns with housing projects in the West  
of Mathilda Avenue District and neighborhood cleanliness.  
Steve C. continued the presentation.  
Uda continued the presentation.  
Ryan Essenberg advocated for the ability to be able to work as a private tennis  
coach at City tennis courts.

support for raising the monetary allocation for Human Services and Supplemental  
Human Services Funding.  
Pilar Furlong, Bill Wilson Center, voiced their support for raising the monetary  
allocation for Human Services and Supplemental Human Services Funding.  
Georgia Bacil, Directing Attorney, Senior Adults Legal Assistance, spoke in support  
of raising the monetary allocation for Human Services and Supplemental Human  
Services Funding.

MOTION: Councilmember Mehlinger moved and Councilmember Sell seconded the  
motion to approve Alternatives 1 and 5: 1) Approve the list of priority needs as  
stated in the staff report, excerpted from the City’s 2020-2025 Consolidated Plan  
submitted to the Department of Housing and Urban Development; and 5) Direct staff  
to adjust the General Fund appropriation for human services grants to an amount  
determined by the Commission for FY 2025/26 and FY 2026/27 to be included in the  
FY 2025/26 Recommended Budget.

MOTION: Councilmember Mehlingermoved and Councilmember Sell seconded the  
motion to approve Alternatives 1, 2 and 3: 1) Introduce an Ordinance to amend  
Article 5 (Special Housing Issues) of Title 19 (Zoning) of the Sunnyvale Municipal  
Code to allow Safe Parking as a Primary or Ancillary Use at Specified Sites, other  
related Zoning Code amendments, and related amendments to the Peery Park  
Specific Plan Land Use Table (Attachment 2 to the report) and find that the Action is  
exempt from the California Environmental Quality Act (CEQA) pursuant to the Class  
1, Class 4, and Class 11 categorical exemptions and Section 15061(b)(3); 2) Direct  
Staff to pursue implementing a Safe Parking Pilot Program on public land and return  
to Council with program details; and 3) Direct staff to prepare a Budget Issue for  
consideration with the FY 2025-2026 Recommended Budget for a General Fund  
grant for a nonprofit or faith-based organization to provide a Safe Parking Program  
on private land.
