CALL TO ORDER  
George Schroeder, Zoning Administrator, called the meeting to order at 3:00 p.m.  
PUBLIC HEARINGS  
Proposed Project: Application on a 7,030 square-foot site:  
USE PERMIT to construct a 7-foot 8.5-inch tall wooden fence within the front  
yard of a single-family home.  
Location: 1128 Spinosa Drive (APN: 208-08-033)  
File #: PLNG-2024-0685  
Zoning: R-1/S (Low Density Residential / Single-Story combining district)  
Applicant / Owner: Megan Blaine (applicant) / Lynn Bos (owner)  
Environmental Review: Class 1 Categorical Exemption relieves this project  
from the California Environmental Quality Act (CEQA) provisions.

Mr. Schroeder inquired with Wendy Lao, Project Planner, if there were any  
additions to the staff report.  
Ms. Lao had no updates or additional comments.  
Mr. Schroeder inquired with the applicant if they had any updates or comments.  
Leo Baghdassarian, applicant, clarified that while the proposed 7-foot 8.5-inch tall  
height seemed excessive, the property was on a slope, so the fence would actually  
match the height of neighboring fences.  
Mr. Schroeder inquired with Mr. Baghdassarian on whether they planned to paint  
the proposed fence or leave it as-is for a natural wooden look.  
Mr. Baghdassarian stated they intended to leave the proposed fence as-is.  
Lyn Bos, applicant, stated that they had been renovating the property and hoped  
the fence would provide them with a bit more usable space for activities such as  
gardening. Mr. Bos assured that she intended for the fence to blend in nicely with  
the neighborhood.  
Mr. Schroeder opened the hearing to public comments.  
No members of the public wished to speak on this item.  
Mr. Schroeder closed the hearing to public comments.  
ACTION: Alternative 1. Approve the Use Permit with recommended Findings in  
Attachment 2 and recommended Conditions in Attachment 3.  
ADJOURNMENT  
Mr. Schroeder adjourned the hearing at 3:08 p.m.
