- Desired road improvements on Borregas Avenue

Jose Palma, Active Transportation Planner and Brian Shaw from Kimley-Horn and  
Associates, Inc, gave a presentation. Highlighting the following:

Commissioner Mehlman asked about the following:  
- Why a parking study is being considered for this area  
Lillian Tsang, Principal Transportation Engineer/Planner, responded.  
Vice Chair Beagle asked about the following:  
- Why removal of parking spaces as shown on Slide 18 is possible without a  
parking study  
- Clarification regarding Agenda Item A  
- Where the configuration came from shown on Slide 5  
- The cameras being used for data collection  
- The rationale for keeping parking on Borregas Avenue between Caspian and  
Caribbean Drives  
Ms. Tsang, Mr. Shaw and Angela Obeso, Transportation & Traffic Manager,  
responded.  
Commissioner Hafeman asked about the following:  
- Parking for the Post Office  
- Whether the study area is between Caspian Drive and Moffett Park Drive, and if  
there is an existing bicycle facility between Caribbean and Caspian Drives  
Mr. Shaw, Mr. Palma and Ms. Tsang responded.  
Commissioner Zhu asked about the following:  
- Rationale for selecting Tuesday through Thursday for data collection via cameras  
- What companies are able to access the location data of cell phones  
- Why a duplicate bike lane is being implemented in one direction  
Mr. Shaw and Ms. Tsang responded.  
Commissioner Bonne asked about the following:  
- Whether bicycles will be included in data collection  
- Whether collected data will be anonymized  
- Whether signage will be provided near the data-collection cameras to inform the  
public of their purpose  
Mr. Shaw responded.  
Commissioner Gollakota asked about the following:  
- What are the six other lands uses that are seen along the corridor  
- Whether an informational booth was considered for the study to gather public  
input  
- If a particular app would be collecting location data  
Mr. Shaw and Ms. Tsang responded.

- Supports removal of on-street parking  
- Concern regarding adequate parking for postal workers  
- Whether bikeway construction will make it across Moffett Park Drive

- Who is using the on-street parking  
Sharlene Liu, member of the public, commented on the following:  
- Prioritizing transportation and transportation safety over on-street parking  
- Recommends one round of public meeting instead of two for the study  
- Minimizing the number of studies needed to implement projects

- Would like to see typical day-to-day data results from the study rather than "worst  
case"  
Commissioner Zhu commented on the following:  
- Is surprised by the study as she finds the route already rideable  
- Recommends talking to the Post Office workers to see how the proposed removal  
of on-street parking would affect their day-to-day  
Commissioner Mehlman commented on the following:  
- Trucks traveling to and from the SMaRT Station  
Chair Wilson commented on the following:  
- Is in favor of signage in the study area explaining the purpose of the data  
collection cameras

This agenda item was not heard this evening. Staff will reschedule this item for a  
future Bicycle and Pedestrian Advisory Commission meeting.

- Is looking forward to the Safe Routes to School report

- Concerned about the perceived lack of progress with Safe Routes to School  
- Suggests that the update should contain the travel tallies to understand how well  
Safe Routes to School is doing

Discussion and Potential Recommendation for Transportation  
Development Act (TDA) Article 3 Application  
Angela Wong, Transportation Engineer, gave a presentation. Highlighting the  
following:  
- TDA Article 3 Funding for FY 2026/27  
- Tonight’s Objectives  
Commissioner Mehlman asked about the following:  
- The potential to use funding for a bike lane street cleaner  
Ms. Obeso responded.  
Commissioner Hafeman asked about the following:  
- Whether ideas that were added to a list in previous years would be presented at a  
future meeting  
Ms. Obeso responded.  
Vice Chair Beagle asked about the following:  
- Whether the fund can be used for AB413 red curb painting  
Ms. Wong responded.

Daniel Karpelevitch, member of the public, commented on the following:  
- Suggestions for use of TDA funding such as:  
- Augmenting red curbs by building bulb-outs or curb extensions  
- Projects in the backlog that have Council approval but are pending funding  
- A bike lane street sweeper  
Tim Oey, member of the public, commented on the following:  
- Request to have the TDA list published for the public  
- Supports the idea of a bike lane street sweeper  
- Narrow passages in certain areas such as the bridge at Borregas Avenue that  
pose potential safety hazards  
- Trail signage as a potential use of funding

- Agrees with Commissioner Hafeman's suggestion for a flashing pedestrian signal  
at Washington and Sunset Avenues  
- Using funding for a safety mirror on the south end of the Borregas Avenue bike  
bridge  
Commissioner Mehlman commented on the following:  
- Requested that the ideas list includes approximate costs and timelines for each  
proposed project  
- Support's the idea of the TDA list being published for the public  
Commissioner Bonne commented on the following:  
- Adding semi-permanent pedestrian blocks on McKinley Avenue from Taaffe  
Street to Murphy Avenue and from Taaffe Street to Aries Way in downtown  
Vice Chair Beagle commented on the following:  
- Using TDA funding to add a marked crosswalk and an RRFB on S. Bernardo and  
W. Olive Avenues  
Chair Wilson commented on the following:  
- Improving pedestrian access to Fair Oaks Park  
- Adding signage above crosswalks near schools to obey crossing guards
