CALL TO ORDER  
Chair Kesting called the meeting to order at 7:01 p.m.

STUDY SESSION

Field/Facility Usage Report  
Tracey Gott, Recreation Services Manager, provided a presentation on Recreation  
Services Division Facilities and Field Update. Highlights included: facility and field  
reservations, park buildings, picnics, community center, theater, CNC and ISC  
programs, CNC gymnastics, indoor sports center, field rentals, and non-lighted and  
lighted field use.  
Commissioners asked if there are any subsidies for families that can't afford the field  
rentals, what the different rates are, why is usage low at the Raynor park building,  
what percentage of the city revenue is from park rentals, do any reservation  
requests get rejected?  
Chair Kesting provided some statistics on field rentals.  
Unmesh, a member of the public, joined online and offered a suggestion for outdoor  
workout equipment to be installed at the parks.

Pickleball Update  
Tracey Gott, provided a presentation on pickleball. Highlights included: current  
offerings, comparison to other cities, the outdoor sports assessment, and next  
steps.  
Commissioners asked why Serra park was not included in the recommendation of  
the sports assessment study, and are the rankings for park locations recommended  
for pickle ball courts included in the study?  
Emilie and Constance, in person members of the public, provided a public comment  
presentation on Input from the Sunnyvale pickleball community for free pickleball, to  
convert two tennis courts at Serra park to pickleball courts.  
Andy, Promod, Audrey, Natalie, Duong, and Ed, expressed support for pickleball  
due to its accessibility, and the social aspects of it.  
Henry, expressed some noise concerns with pickleball courts when they have close  
proximity to houses, and the fairness aspect if tennis courts were converted to  
pickleball courts.  
Susan, a member of the public who joined online, expressed support for converting  
some tennis ball courts to pickleball courts at Serra park as a pilot.  
Sunika expressed support for more pickleball courts in Sunnyvale, but asked if it is  
possible to see data on the parking utilization.

PRC Purview and Study Issue/Budget Process  
Study Issues Update  
Jesus Raygoza, Superintendent of Recreation Services, provided a presentation on  
the PRC Purview and Study/Budget Issue Process. Highlights included: Council  
policy statement, board and commission bylaws, workplan example, study/budget  
issue process and timeline, study issue proposal, budget proposal form, and a study  
issue update.  
Chair Kesting asked is it faster to ask for a study issue or a budget proposal?

Park Tour Discussion  
Jim Stark, discussed with the commission the possibility of having a public meeting  
as a tour at Las Palmas park before a regular commission meeting. Staff will come  
back with a proposed schedule of park tours to the commission.

NON-AGENDA ITEMS AND COMMENTS  
-Commissioner Comments  
Chair Kesting made an announcement that the deadline to apply for a board or  
commission is April 24, 2025.  
-Staff Comments  
Jim Stark, Superintendent of Park and Golf, announced that there will be a virtual  
public outreach meeting regarding the renovations at Las Palmas park on April 17,  
2025, from 6:00 p.m. to 7:00 p.m.  
Jesus Raygoza, announced that the Hands on the Arts event is on May 3rd, from  
10:00 a.m. to 3:00 p.m.  
Additionally, the Charter Review is underway, and the parks and recreation  
commission will be notified if any portions of the charter are to be reviewed that fall  
under the parks and recreation commission purview. If there is anything you want  
council to consider, you can email charterreview@sunnyvale.ca.gov.
