Mayor Klein spoke in recognition of Picture Book Month.  
Superintendent of Libraries Garrett Kuramoto spoke in honor of Picture Book

Vice Mayor Srinivasan announced the upcoming Drive Electric Event and invitation  
to provide community input on AccessSunnyvale, the City's Constituent Relationship  
Management (CRM) system.  
Giridhar Nayak shared their concerns with tree sap impacting bicyclists and  
pedestrians.  
Andrea Wald provided a presentation sharing their concerns with artificial turf fields.  
Siva H. provided a presentation regarding their concerns with housing projects in  
the West of Mathilda Avenue District.  
Steve continued the presentation.  
Uday V. continued the presentation.  
Jasmine A. shared their concerns with the changing neighborhood dynamics taking  
place along Charles Street.  
Rose communicated the need for additional housing services for senior residents.

MOTION: Councilmember Melton moved and Councilmember Mehlinger seconded  
the motion to approve the following actions:  
- Award a contract to Bellecci & Associates, Inc. of Pleasanton, CA for Citywide  
Waterline Replacement 2025 Design, Bidding, and Construction Support Project in  
substantially the same form as Attachment 1 to the report in an amount  
not-to-exceed $1,862,983;  
- Authorize the City Manager to execute the contract when all the necessary  
conditions have been met;  
- Approve a 10% contingency in the amount of $186,298; and  
- Approve Budget Modification No. 8 in the amount of $881,695.

Take the following action:  
- Award a contract in substantially the same form as Attachment 2 to the report in  
the amount of $1,778,642 to Graham Contractors, Inc. of San Jose, CA;  
- Approve a 10% construction contingency in the amount of $177,864;  
- Authorize the City Manager to execute the contract when all necessary conditions  
have been met; and  
- Make a finding of a categorical exemption from the California Environmental  
Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c).

Affordable Housing Manager Ernie Defrenchi and Joe Docurti, Dalberg Advisors,  
provided the staff report and presentation.

Liz Steward spoke in support for adopting a Guaranteed Basic Income (GBI) pilot  
program.  
Bruce Paton voiced their support for adopting a GBI pilot program.  
Chuck Fraleigh communicated their support for adopting a GBI pilot program and  
disappointment in the content of the staff presentation.  
Mike Serrone shared their support for adopting a GBI pilot program.  
Marie Bernard, Executive Director, Sunnyvale Community Services, spoke in  
support for adopting a GBI pilot program that targets one specific group.  
Tara Martin-Milius voiced their support for adopting a GBI pilot program.  
Agnes Veith communicated their support for adopting a GBI pilot program.  
Scott Duncan spoke in support of the staff recommendation to Council.  
Rose shared their support for adopting a GBI pilot program.

motion to approve Alternatives 1 and 4: 1) Accept the Final GBI Report, including  
the recommended Programmatic Components; and 4) Direct staff to continue to look  
for non-City funding opportunities, and report back to Council in one year with a  
funding update.

Councilmember Sell reported on a recent Valley Transportation Authority Policy  
Advisory committee meeting.  
Mayor Klein reported a the recent Bay Conservation Development Commission  
meeting.
