CALL TO ORDER  
George Schroeder, Zoning Administrator, called the meeting to order at 3:02 p.m.  
PUBLIC HEARINGS  
Proposed Project:  
USE PERMIT: for the installation of two 15-foot tall wireless  
telecommunication facilities for Verizon Wireless on the top floor  
of the parking structure at the Sunnyvale Caltrain Station.  
Location: 295 West Evelyn Avenue (APN: 209-06-082)

Environmental Review: Class 1 Categorical Exemption relieves this  
project from the California Environmental Quality Act (CEQA) provisions.

Mr. Schroeder inquired with Momoko Ishijima, Project Planner, if there were any  
additions to the staff report.  
Ms. Ishijima noted that the notices sent out to the public stated there would be an  
installation of two light poles. However, there was a correction stating there would  
be an installation of two slimline telecommunication poles that would mimic the  
existing light poles.  
Ms. Ishijima received no additional public comments.  
Mr. Schroeder inquired with the applicant if they had any updates or comments.  
Michael Guiglotto, applicant, had no additional updates or comments.  
Mr. Schroeder inquired with Mr. Guiglotto if the new poles are designed for  
co-location as the cellular service is poor in that area.  
Mr. Guiglotto stated the poles are not designed for co-location and could not  
support additional carriers due to space constraints in the structure and because  
they were given guidance not to impact existing parking in the structure. The poles  
will be mounted on top of existing concrete support columns. He stated each pole is  
about 15 feet tall and a single carrier uses three antennas per pole.  
Mr. Schroeder inquired if the poles would be painted to match the exiting light poles  
on top of the roof.  
Mr. Guiglotto confirmed that they would be able to paint the poles to match any  
requested color.  
Mr. Schroeder inquired if the current poles were gray-colored.  
Mr. Guiglotto confirmed that existing light poles should be gray and the slimline  
poles would be similarly colored out-of-the-box.  
Mr. Schroeder inquired if the conduits go up the outside wall of the parking  
structure.  
Mr. Guiglotto stated the conduits would go into the parking structure at the ground  
level and run from the electrical room in the southeast corner of the building to the  
Verizon equipment location in the northwest corner of the building. The conduit  
would run along the ceiling similar to the piping in the structure currently. The  
conduits would run up to the top floor along the support columns in the center of the  
structure and would not run on the outside of the building.  
Mr. Schroeder inquired with Mr. Guiglotto if he was aware of the safety plan if there  
was any work planned on the light poles in the future as stated in the RF Study in  
Attachment 7.  
Mr. Guiglotto stated he was aware of the safety plan. He stated if work needed to  
be done on a light pole, the City could contact Verizon to have mitigation put in  
place and that the antennas could be powered down for the duration of the work.  
Mr. Schroeder opened the hearing to public comments.  
No members of the public wished to speak on this item.  
Mr. Guigotto stated that these telecommunication facilities were intended to  
increase cellular service in the area in response to Mr. Schroeder’s earlier comment  
about cellular service being poor in that area.  
Mr. Schroeder closed the hearing to public comments.  
ACTION: Alternative 2. Approve the Use Permit with recommended Findings in  
Attachment 2 and Recommended Conditions in Attachment 3 with following  
modifications.  
• The new antennas and poles shall be painted a matte grey color or to match  
colors of existing rooftop light poles, whichever color blends better with the sky as  
determined by the Director of Community Development.  
• Exterior conduits shall be painted to match the wall or column color on which  
they are located.  
• As recommended in the project RF Study, a Radio Frequency Safety Plan must  
be implemented for personnel who may require access to the light poles on the main  
rooftop. Service sectors potentially impacting these areas must be deactivated  
before any maintenance is performed on the poles
